This document provides a list of the 2006 evaluator competencies developed by the International Board of Standards for Training, Performance and Instruction® ( ibstpi®). The complete list includes 14 evaluator competencies clustered in four general domains and supported by 84 performance statements. These are competencies required by internal staff or external consultants conducting evaluations in organizational settings, such as for-profit and not-for-profit organizations, military, and government agencies evaluating their own internal programs. The competencies required by such individuals are different from those required by evaluators examining the effectiveness of large scale state-wide or national programs often funded by government departments or agencies. Competencies for such large scale evaluations are provided by professional evaluation associations, such as the American Evaluation Association and the Canadian Evaluation Society, and are covered in numerous textbooks on program evaluation.

 

The ibstpi® competencies have been validated globally with a sample of more than 450 practitioners in all regions of the world. They reflect the core competencies of evaluators - the skills, knowledge, and attitudes that a competent evaluator must demonstrate to complete an evaluation assignment successfully within an organization. The domains, competencies and performance statements define the generic skills of an evaluator, independent of setting and organization, and they are given below.

  1. Communicate effectively in written, oral, and visual form.
  2. Establish and maintain professional credibility.
  3. Demonstrate effective interpersonal skills.
  4. Observe ethical and legal standards.
  5. Demonstrate awareness of the politics of evaluation.


  6. Planning and Designing the Evaluation
  7. Develop an effective evaluation plan.
  8. Develop a management plan for the evaluation.
  9. Devise data collection strategies to support the evaluation questions and design.
  10. Pilot test the data collection instruments and procedures.


  11. Implementing the Evaluation Plan
  12. Collect data.
  13. Analyze and interpret data.
  14. Disseminate and follow-up the findings and recommendations.


  15. Managing the Evaluation
  16. Monitor the management plan.
  17. Work effectively with personnel and stakeholders.
